Philip was instrumental in the development of important social programs such as OHIP. As Assistant Deputy Minister in the Ministry of Training, Colleges and Universities, he was a leader in the creation of Ontario’s community college system.
After retirement Philip and Nancy moved to Midland, where they began another chapter. They enjoyed their gardens, bridge club, curling and travels to many parts of the world.
