Dr. Christian Leuprecht Named Provincial Appointee to KPSB

Not 1 but 2 RMC Profs Now Serving on Kingston Police Services Board

By Order in Council of the Lieutenant Governor of Ontario, Class of 1965 Professor in Leadership Dr. Christian Leuprecht was recently named a provincial appointee to the Kingston Police Services Board.  He will be serving alongside Dr. Bryan Paterson, Mayor of the City of Kingston and Assistant Professor of Economics at RMC; City Councillor Jeff McLaren; and longstanding Board member and Chair Andrea Risk, Managing Partner of the Cunningham Swan law firm.  Under Ontario’s Police Services Act, the Board is responsible for the provision of adequate and effective police services in the municipality.

Dr. Leuprecht is cross-appointed to the RMC Department of Political Studies and the Queen’s University School of Policy Studies, where he is also a senior fellow with the Queen’s Centre for International and Defence Policy and the Institute of Intergovernmental Relations.  He is also Adjunct Research Professor, Australian Graduate School of Policing and Security, Charles Sturt University.  A recipient of RMC’s Cowan Prize for Excellence in Research and an elected member of the College of New Scholars of the Royal Society of Canada, he is also Munk Senior Fellow in Security and Defence at the Macdonald Laurier Institute, where he has published extensively on policing, including Canada’s most widely cited study on the costs of policing, The Blue Line or the Bottom Line of Police Services in Canada?  Arresting Runaway Growth in Costs, as well as the recent comprehensive study Force 2.0:  Fixing the Governance, Leadership, and Structure of the RCMP.  He has previously been a speaker at the annual meeting of the Association of Municipalities of Ontario and the Ontario Association of Police Services Boards.  Dr. Leuprecht has held visiting positions in North America, Europe, and Australia and has been called 19 times to give expert witness testimony before committees of Parliament.  He is also a board member of the German Institute for Defence and Strategic Studies and of the Finance and Audit Committee of the Royal Society of Canada.  Dr. Leuprecht is immediate past-president of the International Sociological Association’s Research Committee 01, Armed Forces and Conflict Resolution, and previously held a Governor in Council appointment to the Natural Sciences and Engineering Research Council of Canada, where he was a member of the Executive Committee and chaired the Committee on Discovery Research.  His latest books include Public Security in Federal Polities (University of Toronto Press, 2019) and North American Strategic Defence in the 21st Century: Security and Sovereignty in an Uncertain World (Springer, 2018).
